There's an excellent publication called "Local Radio Handbook" by Robert Horvitz, published in 1990. It has very detailed information about setting up a small AM or FM radio station. While it's specifically for Central Europe, most of the information is valid anywhere.
Unfortunately, the home site, Internews.ru seems to have gone offline. With it went the only PDF version I can find referenced online. However, I salvaged the HTML version from the Google cache. The HTML version has no charts, but the excellent narrative is intact. It is hosted on my website, and you're encouraged to copy it to your website so it doesn't again disappear.
And if anybody can point me to the English version of the PDF, I would put that on my server as well.
