According to the RDS specs I understand the 57KHz RDS signal is supposed to be pasae locked to the third harmonic of the 19KHz stereo pilot tone and offset by 90 degrees
But Ive heard that on many cheaper RDS encoders there is no phase locking when an external stereo encoder is used and this can cause noise on some recievers.
Is this correct and if so how do I know which encoders lock to the pilot tone when using another (e.g. veronica) stereo encoder ?
Also how do I know when Ive set my RDS carrier at the correct level ?

RDS MAX 20 locks its 57KHz signal to the stereo pilot.
