Max Pro no power out

Hello: my range is limited to 14/ to 1/2 mile with tuned commercial FM antenna and low loss coax ( Heliax ) . Very little power out . What gives ?
Have I fried my output stage ?

NO POWER OUT - MAX PRO

I AM USING A REGULATED B&K BENCH SUPPLY WITH VOLT & AMP METERS. VOLTAGE SET AT 14 , CURRENT DRAW IS APPROX 1.25 TO 1.5
AMPS. Antenna icon shows in the LCD window. Is this an indication of high SWR ? Intermittenly the antenna icon will disappear and the transmitter will make a buzzing sound. I disconnected all and brought the transmitter to my work bench. Powered it back up into a Bird dummy load thru a 43 wattmeter. No power out indicated. I then connected it directly into an IFR COM 120B service monitor. It indicated 22 mw power out.
Thinking I fried the output transistor, I replaced it with an ECG142.
Same results.
Is there a tune up instruction manual on the website ?

first, If you burned the output transistor, I think you should replace it with an ECG342 (C1971), not an ECG142.
