What is the correct input level for Cybermax FM+ V2?

What is the correct input level for Cybermax FM+ V2?

I have a Cybermax FM+ V2, 15W, stereo, DSP, XLR inputs, no RDS (type B configuration). I recently obtained a beautiful analog Broadcast Electronics stereo console (8S150) with balanced program outputs. In technical terms, what is the ideal input level for the Cybermax? The console line amp output levels are adjustable to compensate for line loss to the transmitter. The balanced audio input impedance for the Cybermax is 10K. Do I want to put 0 dBm into the Cybermay to achieve 100% modulation? If I had a modulation monitor I could experiment with the output of the console and watch for ideal modulation but I have no such monitor. I'm afraid to guess at it as I don't want to overload the front end of the Cybermax. Any thoughts? Thanks in advance.
