That is a Golden Oldie Amateur Transceiver..Apart from the obvious Antenna checks..Cable.. Solder joints etc.etc.Then your problem might be Poor sensitivity in the RX front end circuitry..Will see if i can find one of my old service manuals and provide you with some pointers as to what maybe your problem
