Wrong freqvency showing in Windows

I have a problem with my PC MAX ISA CARD. It doesn’t transmit on the frequency shown in the program. For example if I tune the program to 88.8Mhz, the card transmits at 90.9Mhz.
Can I somehow adjust this in the program or on the card? I have tried the card in another computer with the same result and I have downloaded the latest driver from your websight.
My computer runs on Windows 2000 Sp3.
