When the max pro 3 or 4 is combined with a 300watts amp, can this unit achieve 0 to 300 watts on the final out to the antenna? I am trying to fully understand the process.does the exciter fully control the output of the amp?

Most amplifiers require a certain minimal power to work properly.
This means if they require 1W drive the amp usually requires at least
400mW or so.
The consequence of this is that the output power cannot be fully
varied from 0 to 300W by changing the drive power alone.

What you can do, whatever, is change the supply voltage of the 300W
amplifier. The power supply we ship with the amps has a trimmer which
lets you vary voltage from some 35-50V. This gets your power almost
down to zero, combined with reduced drive from max pro 3 or max pro 4.
