For the transmitter you need a gunn diode in a cavity
AFIK vairying the bias voltage on the diode deviates (modulates) the output frequency
The size of the cavity determines the operating frequency and you can fine tune by partially inserting a metal rod into the cavity

This is only true for gunn diode based microwave transmitters.

That is not the only method to generate microwaves, just one of them.
