Some Kind Of Circuit -- Help!

I have a question. I doubt anyone will understand but at work I was asked for some input. I don't have much experience in Electronics, but I am trying to figure this out. See I have two 24V power supplies coming in. They each pass through a diode and then are joined with an AND. These two power supplies are from two cpu's on a control system. When I remove the fuse on only one of the cpu's, the whole systems keeps running, which is what it should be because they are redundant to one another. But once I unplug the power supply on one of the cpu's, I get a module failure on the control unit. I was told that the reason this is happening is because we have power drainage, and there is a way we might get the power to drop at once instead of gradually. We can do this by adding relays right before they are AND'ed. What are they talking about? Anybody have an idea what I am almost saying???
