Problem with MaxPro 3+

I have the power turned down to 1 watt out and am feeding the RF to a commercial dummy load rated at 15 watts from 3-300 MHz.

The problem is that the red LED comes on based on the level of audio input. With no (or very low) audio appled, the transmitter runs consistently and current draw from the 13.8V 7A power supply is 180 mA. With audio applied, the LED cycles on and off and input current level drops, even though SWR remains a near-perfect match and the heatsink never even gets warm.

Any idea why the audio input level is affecting the RF output and what to do about it?
