Changing output transistors

As I know PCI MAX 2006+ has max output power 400 mW. Or I'm not right? Yes, of course, I use transmitter in stand-along mode with power supply 15 V...
It is real to increase power by changing output transistors?

I have 2 PCI MAXs 2006+. Its have 16 ohm resistance you recommended to change for increasing output power. Why my cards have only 410 mW when I use 15V power supply?

It varies from card to card, plus its likely that your power meter is inacurate.
Most SWR/POWER meters require at least 3-4W to show power with any accuracy.

My power supply is Instek SPS 3610. It is not a reason.
I have 2 power meters. One of them АМ-8001 (http://www.aktakom.ru/product/kio/am-8001.htm) specially for measuring low power signals (max 2W). 410 mW...
