If you're using maximum power from your card the most important factor is your antenna. With just the standard wire coming out of it you might be able to cover your house and a few surrounding ones. With a better antenna you could cover 1-2 miles.
To get your 3 miles you want to cover, you either need to have your antenna quite high up and with no obstructions, or increase you power with a booster. Sometimes it's just cheaper to go with a booster than to hassle with raising your antenna higher.
You need to know what you're getting into with the FCC. However most people are shut down for a reason. Usually a station is either interfering or broadcasting profanity and then gets reported.

I just finished software for the miniature LCD board with
LED VU meter. This particular board was developed for the
small box that's been ordered as well for over a month now
and should arrive shortly from the factory.
Together they form a rather cool box, just a tad bigger than
pci max, with mini LCD display, 2x5 LEDS for VU meter and
power switch at the back.
The leds either dance by the music or run as a light show.
Menu system lets you set frequency, power, stereo/mono,
LED mode and LED contrast.
Having completed that I move to RDS. I'll start writing software
on Monday. I expect it to be done in a week. Than another week
before the ordered boards arrive.

Yes, that is the type of cable we use for this.
At low power and short distance it does not matter.
