LED LOAD SIMULATOR

I need help with the schematic and materials required to build a load simulator. I removed the standard filiment bulbs and replaced them with LED 'S on a motorcycle, and now the signal flashes very fast. I am told since the LED have very little current draw the flasher unit cycles very quickly. I would think a resistor of some type to simulate a 25 watt draw on the circut will cause the flasher to work as designed. Any Help????

Or design a replacement electronic flasher circuit instead?
