PCI Max and seeking audio quality - advice plse?

Hi guys, I'm running a PCI Max with W2k, & WinAmp playing mp3's.
I've tried a few limiter/compressor plug-ins & just recently the very comprehensive MBL4 (plus Virtual Audio Cable, as I couldnt get the plug-in version of MBL4 working).
BUT, I still can't seem to be a ble to get good average loudness (deviation?) without getting distortion on some content. The worst is 's' sounds in voices (eg. as in 'bits') which seem to be high in level and frequency and drive the PCI Max crazy. Reducing the input level sorts this, but then the average loudness level is lower than other stations. Configuring the MBL4 to drop off the high freq's improves the situation, but then overall quality suffers.

Can anyone give me any pointers on this? The MBL4 app appears to be pretty clever (and costs money!) so if it wont solve the problem, nothing will!
(the audio directly from the sound card is fine BTW)

You should roll-off audio after 15KHz, this
is what a good stereo encoder does anyway.

If audio gets mixed up with the 19KHz
stereo pilot, you get distortion and flickering stereo led.

Additionaly, this program, called MBL4, helps you setup
your audio really beautifully. It has a compressor,
precision preemphasis, multiband limiter....

Its a really nice program.
