Budget to cover 20km |

Hello transmitter would need to cover 20km with 60 meters of cable and anntena omnidirectional

It depends.
Are you on a mountain top and terrain is flat?
Than 15W might do it with reasonable antenna.
For solid coverage that a professional station goes for at least 200W would be recommended, but many would use 1KW.
Antenna? I would consider two dipoles or an exterminatorII as a start.

I am in a city 200 meter block of 5 floors and roof, I would like to cover a neighborhood but between good coverage. The dial is somewhat saturated and go weak stations repeated.
