Problem isolating power supplies

For science fair im making a solar light tracking device. I have most of the schematic done, but when using the two solar panels for an input to an op amp comaparator, it makes it difficult to use the panels to recharge the battery. i posted the schematic here and I would appreciate if anyone could provide some insight on howto send input to the op amp and recharge the battery without messin up the signal. <spamming>

Its amazing what complex schemes some people invent to infiltrate and look like
legitimate forum posters :)
