I'm looking to put together a FM project to broadcast my own station. What would be an ideal setup to broadcast about 10-20 miles?

I live in a community that has no music channels, all chit chat. I would like to have a radio station that plays nothing but music! I'm planning to broadcast about 20 miles if not more. Please tell me which one i should go with, FM or AM, and which equipement.
