Without trimer cap's YES!
You may build a fm exciter without any trimer capacitors! Most commercial exciters (up to 20 Watts) no need trimer. You can use a bgy33 or bgy133 from Philips (hibrid amplifier). Input for this device is 100~150mW output 0~20 Watts on 87.5~108mHz. It's very simple!
