tower insulating & power levels

I have an 80ft tower non insulated. i intend on putting up an inverted L antenna running two 1kw (4kw pep) transmitters on two different frequencies.

the cable will be approx 30ft away from the tower, but with higher power levels would the tower be seen as ground and would it ark?

im not sure would i be best to take the tower back down and insulated it at the base or would it be ok.

I would think earthing tower properly would be wise, don't forget
about lightning and static discharge.

Google is your friend here. Plenty of info. Also ARRL antenna book maybe?
